Total nomination pool members and number of pools have been limited when pools was introduced as a preventive measure against any unforeseen bugs. Since pools has been running for more than 500 days now, I propose to remove these limits.

The number of pool members is also approaching quickly towards the current limit of 49,152 (current count is 44,143 at the time of writing).

This proposal changes the following values:

• MaxPools => Current value: 512 → New value: None (unlimited)
• MaxPoolMembers => Current value: 49,152 → New value: None (unlimited)
