Small Tip to CultureDot for their efforts to market Polkadot

This is a small tip to reward CultureDot for their efforts to market Polkadot at Times Square as outlined in https://polkadot.polkassembly.io/referenda/353 While I don’t think the current marketing materials are very effective, I think we should recognise their efforts and intent with a small tip to encourage them to create a more focused strategy and improve their marketing materials in the future.

We appreciate the sentiment and we have voted AYE with low conviction for the CULTURE (get it?) but ultimately, we are hoping to see the next work, contributions and even revised proposals from culturedot instead of "nice gestures" from the community. With OpenGov heating up and voters requiring more time and effort for their critical analysis, we believe that proposals such as these ones (also like ref 217) should be batched together in case that the community really thinks that many agents require a small tip for their efforts. People will still be able to create these proposals of course but proposals with more substance should be preferred from now on. At least that's our position currently.
