[Whitelisted Caller] Step #1 of Validator Set Reduction

Inline with the plan raised in the Polkadot forum a few weeks ago, this proposal aim to execute the first step in the validator set reduction.
In short, this proposal will reduce the validator set to 500, reflected in the first era after the call is enacted, and adjusted the validator incentive budget of the DAP to a lower proportional value.
The enactment time is set to relay block number https://polkadot.subscan.io/block/33814400, a week from now, enabling better overview of the change.
